The Hunan Provincial People's Government recently issued the "Notice on the Implementation Plan for Revitalizing Hunan Province's New Materials Industry (2009-2011)" (Hunan Government Document [2009] No. 22), which highlights that, to achieve leapfrog development in the new materials industry and accelerate Hunan Province's drive toward a new industrialization model and the construction of a "Two-Oriented Society," the province will follow the overarching strategy of "building industrial chains, enhancing value chains, and optimizing supply chains." Under this framework, key priorities include developing five major new materials sectors: advanced energy storage materials, advanced composite materials, advanced hard materials, next-generation metal-based materials, and cutting-edge chemical new materials. Additionally, the plan aims to focus on cultivating 15 distinct industrial chains and 25 core product categories.
This notice clearly states: "Relying on key enterprises such as Boyun Xincai and KBC Technology, we will build an industrial chain spanning carbon fibers and their products → carbon/carbon composite materials → aerospace, transportation vehicles, and engineering machinery components."
